The Office of the Director of National Intelligence (ODNI) established ICS 500-27 in 2011 specifically to implement security standards around the “Collection and Sharing of Audit Data for Intelligence Community (IC) Information Resources by IC Elements.” It applies to all IC elements, meaning any agency or department within or with ties to the intelligence community, and the resources and tools employed by those entities.
